Hi if you are new player you will need 6 hours on server before entering creative+. You can play some other game modes or stay afk in hub until you get 6 hours playtime. After 6 hours has passed rejoin to server and you should see Creative icon in compass menu (it should be diamond).
One you were trying to join is reserved for server Builders faction (staff), it is not available to common players.
