Add an option of access to /plot for certain players

Can you add an option that makes a player be able to use /plot? or at least access to the setting of the game being public or private because if there is a co-owner and then he finishes the update of the game and then he must wait for the owner to come online which can take hours and then open it and its very annoying, so can you do that
