First of all a Moderator or Discord Helper is selected by the staff by checking their Discord helper or Moderator application which depends on many factors such as-
•How much effort he/she put in the answers to the corresponding questions.
•How much he/she is confident and determined about the application.
•How much time he/she can give time to the server or how much he/she can be active on the server.
•How much he/she is experienced and have well knowledge about the server rules.
•How can he/she deal with such situations such as an argument break out between players or guiding or assisting players or giving a punishment properly.
And there are other many factors it depends on....
You are talking about to select a player for Moderator or Discord Helper just by simple voting.It may not be possible as how the staff will know that the player is well experienced or not,is confident or not,have well knowledge of the server rules or not.They can't take a player as a Moderator or Discord Helper by this simple method.
