can you made ppl in pvp zone can hit if they on the go to the zone not on the way to go out?

I just newly play this server but i quickly found the problem with the pvp zone
you see these player will never leave the pvp zone and gonna try to kill the people on the way to go to safezone in this case is jack4754,biatowd and igalega
which seems small issue but i kinda feel annoyed when i accidentally fall into the zone and they gonna try to kill me by standing in safezone and shoot me
